BIROKRASI PEMERINTAHAN DALAM PENGELOLAAN PELABUHAN OLEH UPT PELABUHAN SUNGAI DUKU KOTA PEKANBARU TAHUN 2022

Abstract

Government bureaucracy is a system that regulates the running of government as a government structure whose function is to produce certain public services or public services based on policies determined by considering various management options for each. In this management, we must provide services with the best performance to meet the needs of the community in all aspects. In public service, this is done by providing excellent service produced by employees and aims to improve the performance of the organization, impacting society as one of the manifestations and responsibilities of government agencies to provide complete service. This is being carried out by the Duku River Port Technical Implementation Unit (UPT) under the auspices of the Transportation Service as the government bureaucracy to achieve excellent public service with several factors influencing it. This research aims to explain GOVERNMENT BUREAUCRACY IN PORT MANAGEMENT BY THE TECHNICAL IMPLEMENTATION UNIT (UPT) OF THE DUKU RIVER PORT OF PEKANBARU CITY IN 2022.
The research method used is a qualitative method by explaining descriptive data. The type of research data used is primary in the form of data obtained from research informants and secondary in the form of data obtained from news or related documents. Then the research location is at Duku River Harbor, Kel. Tj. RHU, Kec. Fifty Pekanbaru Cities.
This research found that government bureaucracy in implementing management at Sungai Duku Port is not working well. The implementation of the service system with the tasks and functions of the organization as well as the performance of officers and service facilities has not yet reached indicators of success in accordance with existing regulations and the public's response. Therefore, the decline in the number of passengers every year continues to occur drastically. Then there needs to be further outreach, training and improvement from the Pekanbaru City Transportation Department or the Regional Government to improve facilities and increase the budget in managing the Duku River Port in Pekanbaru City.
