IMPLEMENTASI KEBIJAKAN KESEJAHTERAAN SOSIAL (STUDI PELAKSANAAN PROGRAM KELUARGA HARAPAN DI NAGARI LIMO KAUM PADA TAHUN 2021)

Abstract

The Family Hope Program (PKH) is a program that provides conditional social assistance to poor families registered in integrated data as beneficiary families (KPM) with the aim of assisting in improving the quality of human resources. This program is implemented by the Ministry of Social Affairs in Minister of Social Affairs Regulation Number 1 of 2018 concerning the Family Hope Program. Nagari Limo Kaum is a nagari that receives assistance from the Family Hope Program (PKH) with the aim of helping and improving the standard of living of the community or beneficiary families through education, health and social welfare services. In 2021, the number of KPM in Nagari Limo Kaum will increase, which should have decreased because school children or the criteria for beneficiaries decrease every year. In achieving research objectives, researchers used implementation theory from Marilee S. Grindle in Subarsono (2005).
The research method used is a qualitative method by explaining descriptive data. The type of research data used is primary in the form of data obtained from research informants and secondary in the form of data obtained from related documents. Then the research location was Nagari Limo Kaum, Lima Kaum District, Tanah Datar Regency, West Sumatra.
The implementation of the KeluargaHarapan Program or PKH in Nagari Limo Kaum can be said to be in accordance with Ministry regulations and is precisely targeted at the people who receive assistance. The increase in the number of KPM (Beneficiary Families) who received assistance in Nagari Limo Kaum occurred due to the impact of the Covid-19 pandemic which caused an economic shock to the Nagari Limo Kaum community. Especially for the elderly and school children. Therefore, the number of KPM (Beneficiary Families) from PKH (Family Hope Program) Nagari Limo Kaum has increased. The accuracy of the PKH (Family Hope Program) Nagari Limo Kaum targets has been implemented and anticipated through routine activities carried out every month by PKH (Family Hope Program) Facilitators to carry out administrative and educational activities as well as request information from KPM (Beneficiary Families).
