Abstract


In 2022 alone, there were 3 important events that created chaos and
tarnished the face of the Indonesian National Police (Polri), apart from the
Kanjuruhan Tragedy. Two other tragedies, namely the murder of Brigadier Yosua
Hutabarat by the Head of Propam Polri Division, Inspector General Ferdy
Sambo, to the arrest of Inspector General Teddy Minahasa who had just been
appointed as East Java Regional Police Chief due to alleged drug crimes.
Government Regulation no. 17 of 2011 concerning Kompolnas, gives Kompolnas
authority to oversee the performance of national police institutions. However, in
practice Kompolnas still has some weaknesses. Even though Kompolnas is an
institution that is directly responsible to the President, Kompolnas is not
necessarily able to intervene in the police. This makes Kompolnas still too weak
and it is still highly expected to be able to carry out its oversight function over
Polri
This research is normative juridical research, because this research was
conducted by examining secondary data and an approach to laws, this normative
research examines the applicable regulations and relates them to the role of the
national police commission in supporting police reform according to presidential
regulation No. 17 of 2011 amendment to Presidential regulation number 17 of
2005 concerning the National Police Commission.
The results of the study examine and analyze the existence and position of
Kompolnas in the institutional structure of the Indonesian state, based on the push
for reform which demands the restructuring of the Indonesian National Police
(Polri), as well as formulating the ideal functions and authorities of the National
Police Commission (Kompolnas).
