IMPELEMENTASI PERATURAN DAERAH INDRAGIRI HILIR NOMOR 11 TAHUN 2016 TENTANG PEMBINAAN, PENGAWASAN DAN PENINDAKAN KETERTIBAN UMUM DAN PENYAKIT MASYARAKAT (PENERTIBAN PEDAGANG KAKI LIMA DI KECAMATAN TEMBILAHAN)

Abstract

Street vendors (PKL) are a common phenomenon in major cities in Indonesia. The
case of street vendors is considered by many to be a form of government failure to
provide employment for the poor. Tembilahan District is one of the cities that is also
inhabited by street vendors.
This research was conducted using a qualitative approach, the author went to the
field to conduct direct observations and interviews with research informants. The
existence of street vendors in Tembilahan City has caused many problems, including
making the city unruly, dirty and causing congestion. During this time, the Satpol PP
apparatus has taken action.
The enforcement activities carried out by the enforcement officers are usually in
the form of eviction of the street vendors. It is not uncommon for the officers to evict and
confiscate the selling places of street vendors who are still stubborn and do not listen to
the officers. However, the control of street vendors in Tembialahn Subdistrict has not
been carried out optimally. This is caused by several factors, such as: (1) There is no
strict punishment for street vendors who continue to sell on the side of the road even
though they have been repeatedly warned by officers. The punishment given so far has
only been administrative or administrative. eviction and confiscation of street vendors'
goods temporarily. (2) The Tembilahan City Government has not been consistent and
unified in addressing the existence of street vendors in Tembilahan District.
The conclusion of the research is that the control of street vendors by the
Tembilahan City Pamong Praja Police Unit has gone well in accordance with the theory
put forward by Van Meter and Van Horn, but there are several obstacles in the control of
these street vendors.
Suggestions from this research are first that the Tembilahan City Pamong Praja
Police Unit should increase resources in carrying out the control of street vendors,
secondly provide socialization to the community and thirdly impose sanctions on people
who violate.
