KOMITMEN ASN DALAM MELAKSANAKAN NILAI DASAR (STUDI KASUS SATPOL PP DALAM MENANGGAPI PENGADUAN MASYARAKAT DI APLIKASI SP4N LAPOR! TAHUN 2021)
Abstract
In this research, there is a problem phenomenon that was raised in 2021, namely the commitment of ASN in implementing basic values, especially the Pekanbaru City Satpol PP in responding to public complaints in the SP4N LAPOR! application, with the problem being the failure to respond to 12 public reports submitted to the SP4N LAPOR! by Pekanbaru City Satpol PP, from this phenomenon the aim of this research is to find out how committed ASN is to implementing basic values, especially Satpol PP in responding to public complaints in the SP4N- LAPOR application! 2021 and what are the inhibiting factors.
This research is descriptive research with a qualitative approach. The types of data are primary data and secondary data, primary data is obtained directly from informants. While secondary data is data that supports or strengthens primary data, secondary data comes from data obtained from the Pekanbaru City Satpol PP using 7 indicators of ASN Moral theory, namely: service oriented, accountable, competent, harmonious, loyal, adaptive and collaborative.
The results of this research show that there is still a lack of commitment from the Pekanbaru City Satpol PP in responding to public complaints submitted to SP4N LAPOR!, there is no socialization or technical guidance for agencies in Pekanbaru City, which is further carried out by the Communication and Information Office, so there are still agencies, one of which is the Satpol PP Pekanbaru City, which did not follow up on reports in SP4N-LAPOR!
