Abstract


The phenomenon of land conversion, especially in lowland rice farming to plantations can have an impact on decreasing rice production so that it can affect food security. This land conversion activity is also rampant occurred in Rambah Samo District, Rokan Hulu Regency. As is The act of changing land use of course requires the government to carry out it its role as an effort to control the phenomenon of land conversion rice farming to plantations.
This research is descriptive qualitative research with sources Main data is primary data and secondary data. Data collection techniques carried out by interviews and review of the literature. Then data The results obtained are analyzed and modified in accordance with theoretical principles used. The results of this research show that the Regional Government Rokan Hulu Regency has played its part in this effort controlling the conversion of wetland rice farming land to suitable plantations with the Government Role theory put forward by Ryaas Rasyid, namely role government as regulator, facilitator and dynamist.
The role played by the Regional Government of Rokan Hulu Regency to control land conversion, namely the role of regulator with issued Regional Regulation Number 1 of 2020 concerning Governance Plans Rokan Hulu Regency Regional Space for 2020-2040, and also Regulations Regional Number 6 of 2021 concerning Agricultural Land Protection Sustainable. Furthermore, the role of government as a facilitator, namely providing assistance in the form of ultraviolet houses, irrigation, fertilizer, seeds and tools agricultural machinery. Next is the role of government as a dynamist, namely efforts to mobilize the community in the form of providing socialization the impact of land conversion and also providing training in the use of fertilizer organic for plants.
