Abstract

The problem of this research is the Implementation of the Authority of the Regional Government of Kabupaten Bengkalis in Efforts to Settle the Boundary Between Desa Buluh Manis and Kelurahan Pematang Pudu in 2015-2020, the beginning of the problem was due to the community's disobedience in managing village and sub-district administration. This research aims to determine the implementation of the authority of the regional government of Kabupaten Bengkalis in efforts to resolve the boundaries between Desa Buluh Manis and Kelurahan Pematang Pudu in 2015-2020. To find out the factors inhibiting the implementation of the authority of the regional government of Kabupaten Bengkalis in efforts to resolve the boundaries of Desa Buluh Manis and Kelurahan Pematang Pudu in 2015-2020. This research uses the theory of authority according to Philipus M. Hadjon (2008: 87) which states that there are three types of authority, namely attribution, delegation, mandate and Home Affairs No. 45 of 2016 concerning Guidelines for Determining and Confirming Village Boundaries, namely collecting and researching documents, obtaining data in the form of meeting letters, minutes. meetings, meeting absences, meeting minutes. Determination of the base map determines the location of the boundary between Desa Buluh Manis and Kelurahan Pematng Pudu. Delineation of boundary lines to determine boundaries for the separation between Desa Buluh Manis and Kelurahan Pematang Pudu.
The method used is descriptive with a qualitative approach. The data collected by this research was through interviews and documentation. The results of the research did not find common ground because each party had different documents, factors inhibiting improvement and different points of view regarding documents, boundary lines.
