PELAKSANAAN KEWENANGAN GOOD GOVERNANCE DINAS PERPUSTAKAAN DAN ARSIP KOTA PEKANBARU TAHUN 2019-2021

Abstract

The authority possessed by the Pekanbaru City Library and Archives Office is regulated in Pekanbaru Mayor Regulation Number 112 of 2016 concerning the Position, Organizational Structure, Duties, Functions, and Work Procedures of the Pekanbaru City Library and Archives Office. Article 7 letters a, b, c, d, e, f, and g states that the authority covers the management of regional property, including planning, needs and budgeting, procurement, receipt, storage, counseling, use, utilization, security, and maintenance of regional property (BMD). In addition, it includes "the collection of information data for the development and needs of facilities and infrastructure." However, the lack of promotion, socialization, and counseling in the field of archives has caused a decrease in the number of visitors to the Pekanbaru City Library and Archives Office from 2019 to 2021. This thesis aims first, to understand the Implementation of the Authority of the Pekanbaru City Library and Archives Office in Winning the Archives Award in 2019. Second, to identify obstacles in the Implementation of the Authority of the Pekanbaru City Library and Archives Office from 2019 to 2021. This research is qualitative and conducted at the Pekanbaru City Library and Archives Office. The data collection method used involved interviews and documentation. The conclusion of the study shows that the Pekanbaru City Library and Archives Office has not operated optimally. Obstacles related to the exercise of authority include limited facilities and infrastructure, human resources, facilities, and limited collection of library materials, including the lack of stock of the latest books. "
