ETIKA KEPEMIMPINAN PENGHULU DALAM PENYELENGGARAAN PEMERINTAHAN KAMPUNG TELUK MESJID KECAMATAN SUNGAI APIT KABUPATEN SIAK 2020-2022

Abstract

Teluk Mesjid Village is a village located in Sungai Apit District. This village is led by a headman who was elected since 2019, namely FS through simultaneous headman elections and was appointed on January, 22 2020 simultaneously by the Regent of Siak. The phenomenon that occurred in the leadership of the Penghulu Of Teluk Mesjid Village shows an example of bad leadership behavior. This research aims to determine the leadership ethics of the Penghulu Teluk Mesjid Village in administering village government. The research location is in Teluk Mesjid Village, Sungai Apit District, Siak Regency. This research uses Iwan Nugroho’s theory of ethical leadership characteristics using a descriptive qualitative approach. Data collection techniques through interviews and documentation. The data analysis technique used is the data collection technique from Miles and Huberman.
The results of the research show that the ethical leadership behavior carried out by the Penghulu of Teluk Mesjid FS Village during his leadership in 2020-2022 was considered not good. The headman of Teluk Mesjid Village does not reflect the characteristics of ethical leadership because he does not meet the criteria for ethical leadership characteristics. Penghulu Kampung Teluk Mesjid FS not have leadership ethical standards, namely not making policies thet conflict with statutory regulations, always acting carefully and defending people who work well and correctly. The headman of Teluk Mesjid Village does not meet the indicators of an ethical leader in government because he does not have the characteristics of being accommodative, proactive and responsive.
