PERAN UNITED NATION POPULATION FUND (UNFPA) DALAM MENGATASI KEKERASAN BERBASIS GENDER DI INDONESIA PADA MASA PANDEMI COVID-19

Abstract


This research focuses on the role of UNFPA in helping its member states, which in this case is Indonesia, to eradicate gender based violence specially at Covid-19 Pandemic situation. Indonesia is one of the many countries that face gender based violence with increasing victim numbers per year, and more increasing at the era of Covid-19 Pandemic that brought many loss at so many life’s aspects. Therefore, the purpose of this research is to understand how intergovernmental organization actor contributes to solve complex phenomenon that involves so many parties and many cause aspect layers.
In analyzing the case study, this research applies the theory of role and function of international organizations and the systemic level of analysis to
understand the influence of non-governmental organization to international actor’s behaviors. The datas are collected by using explanatory qualitative methodology in order to gain a deeper analysis and understanding. Most of the datas are published by UNFPA and other governmental internal, as such Komnas Perempuann, and others annual report from independent organization.
The results of this research showed that UNFPA’s contribution in helping Indonesia in combating gender based violence was through assisting cooperation in the form of creating the process of policies making and partnership programs procedures, collaborating with non-governmental organizations, opening and providing job oppurtunities for the Indonesian people especially for women and youth, news and journalism, and proceed to carryiong out publication of information reports. However, as an non-governmental organization that does not have the power to pressure the governments to implement international laws. It is clear that the success of combatting sexual explanation and human trafficking depends on the commitment of the Greece government to solve its problems.
