IMPLEMENTASI KEBIJAKAN TRANPORTASI HAJI OLEH KANTOR WILAYAH KEMENTERIAN AGAMA PROVINSI RIAU BAGI JAMAAH HAJI BAGI JAMAAH HAJI KABUPATEN KEPULAUAN MERANTI TAHUN 2019

Abstract

Hajj is a pilgrimage to visit the Kaaba and its surroundings in the city of Mecca to perform various rituals such as thawaf, sa'i, standing at Arafah and so on. There has been a change in the implementation of haj transportation services, especially for inter-boarding in Riau Province, where previously pilgrims went through Batam embarkation in accordance with the Decree of the Minister of Religion of the Republic of Indonesia Number 124 of 2016 concerning Determination of Hajj Embarkation and Debarkation. Since 2019 hajj pilgrims from Riau Province have been transferred to the Hajj Embarkation between Pekanbaru, as stated in the Decree of the Minister of Religion of the Republic of Indonesia Number 167 of 2019 concerning Determination of Hajj Airports between 1440 H/2019 M. In the 3rd decision it is written "Riau Provincial Government is responsible for responsible for departure and return services for haj pilgrims from Riau Province from the Hajj Embarkation airport between Riau to the Batam haj embarkation and debarkation airport. This study aims to describe the implementation of the hajj pilgrimage transportation policy by the Regional Office of the Ministry of Religion of Riau Province for the Meranti Islands pilgrims in 2019. This research uses a qualitative approach, and this type of research is descriptive by conducting interviews, and using competent sources/informants.
The results of this study were analyzed by Merillee's Grindle's theory that the content of policy was not in accordance with the wishes and needs of the people of Meranti Islands Regency. Then the policy environment (Context of Policy) Power and interests, characteristics of the institution and the response from the implementer has not been sufficient in implementing the hajj pilgrimage transportation policy for the Meranti Islands Regency. So it can be concluded from this research that the Implementation of the Hajj Transport Policy by the Regional Office of the Ministry of Religion for Pilgrims from the Meranti Islands Regency in 2019 has not been implemented properly so that it is burdensome for pilgrims who perform the pilgrimage, because there are still deficiencies in the services of pilgrims.
