PERAN UNITED NATIONS HIGH COMMISSIONER FOR REFUGEES (UNHCR) DALAM MENANGANI PENGUNGSI SURIAH DI TURKI TAHUN 2017-2020

Abstract

UNHCR's Priorities and Strategy in Turkey regarding dealing with Syrian refugees continues to support the Turkish Government's registration to reach non-camp Syrians and assist with capacity building of agencies directly responsible for camp management and municipal registration through technical support to ensure data collection. Turkey is the largest refugee-hosting country in the world. Syrian refugees are quite large in number compared to refugees from other regions. This research will discuss the role of the international organization UNHCR in dealing with Syrian refugees as a facilitator.
This qualitative research will analyze problems with international organization theory as a facilitator. Secondary data was obtained through document analysis (document analysis) from books, journals, official government or agency publications, newspapers, and magazines. The results of the research show that UNHCR has succeeded in carrying out its role as a facilitator by meeting the basic needs of Syrian refugees in Turkey in the health sector and food.
Turkey is the largest refugee hosting country in the world. From this research, it was found that UNHCR has played a role as an independent actor in assisting the Turkish government in managing registration and establishing refugee status.
