FAKTOR KEKALAHAN PETAHANA DALAM PEMILIHAN PENGHULU KAMPUNG KANDIS KECAMATAN KANDIS KABUPATEN SIAK TAHUN 2021

Abstract

The direct election of village heads is a new advance for the process of consolidating democracy at the local level. Abdul Sani Purba was a leader of the Kandis Village Head from 2009 to 2021, in the first period the incumbent defeated a timber businessman in Kandis Village, namely Mr. Susilo, the incumbent won again the headman seat in 2015 whose opponent was Ayu Manjayani Damanik S.Pd who works as a kindergarten principal.
This is inseparable from the big name that Abdul Sani Purba has and also the image attached to Abdul Sani Purba in Kampung Kandis is already so strong and strong that the people really put more trust in the incumbent to give the best for Kampung Kandis, but the victory consecutively from 2009-2015, but in 2021 Abdul Sani Purba again ran for the position of Penghulu Kampung Kandis but what he got was the opposite of what he had obtained in the previous pilkades.
The results of this study explain the factors that caused Abdul Sani Purba's defeat, in this case the incumbent did not maximize his campaign, besides that in the previous periods the vision and mission in terms of development and community empowerment programs were not implemented to create jobs and the success team was not optimal. Abdul Sani Purba, in this case, lacks campaign activities so that people do not know about what the incumbent will do in the next six years
