PRIORITAS PENGGUNAAN DANA DESA DALAM BIDANG PEMBERDAYAAN MASYARAKAT DI DESA LIRIK AREA KECAMATAN LIRIK KABUPATEN INDRAGIRI HULU TAHUN ANGGARAN 2017-2018

Abstract

In setting priorities for the use of Village Funds contained in the Regulation of the Minister of Villages, Development of Disadvantaged Regions and Transmigration Number 22 of 2016 Village Funds are used to finance the implementation of empowerment programs and activities aimed at increasing the capacity and capability of the community by utilizing village potential and resources. However, in Lirik Area Village, it is considered that they have not been able to optimize the use of Village Funds in the field of community empowerment. This happens because the village government has not been able to see what the village really needs so that the empowerment program is just an activity to spend the annual budget, causing the empowerment program not to run as expected. The method used in this research is descriptive method with qualitative research. The types of data in this study are primary data and secondary data. The data analysis technique used is descriptive qualitative data analysis. The results of this study are that village officials do not understand their respective duties and functions in preparing the APBDes and the role of the community in decision making is still very passive so that the village government establishes an empowerment program not based on community needs and the availability of potential natural resources in the village. This resulted in the empowerment program not running due to limited capital and unfavorable natural conditions. Suggestions in this study are that village officials can better understand their respective duties and functions so that development planning in the village of Lirik Area can run optimally. The village government should better understand village needs in accordance with existing potential, and be able to build community participation to take an active role in village
development planning.
