HUBUNGAN AMERIKA SERIKAT (AS) DAN TURKI: STUDI KASUS BUBARNYA PERSEKUTUAN AS DENGAN KURDI DI SURIAH TAHUN 2019

Abstract


This research explains the relationship between the United States (US) and Turkey with a case study of the dissolution of the US and Kurdish alliance in Syria in 2019. The US-Kurdish alliance was formed by President Barack Obama with the aim of fighting ISIS in Syria. As a result, US relations with Turkey are in tension because for Turkey the PKK, which is allied with the Kurds, is a terrorist organization. Donald Trump later served as the 45th US president when Syria was in crisis. The Turkish president continued to press the US, so Trump renegotiated with Erdogan and decided not to extend the alliance with the Kurds in Syria. Policy changes as a result of Trump's negotiations with Erdogan are also discussed in this study. The research method used in this research is a qualitative method with data collection techniques through document analysis. Data was collected by analyzing both printed and electronic documents such as books, journal articles, media and official websites, namely the White House, U.S Department of State, the Republic of Türkiye Directorate of Communications, United Nations High Commissioner for Refugees, and the Syrian Observatory for Human Rights. The level of analysis used in this research is the level of state level analysis. This research uses the theory of the impact of uncertainty or unpredictability in analyzing foreign policy carried out by Donald Trump. Based on the research results obtained, it can be concluded that Trump dissolved the US-Kurdish alliance unilaterally because of pressure and trade deals and guarantees from Turkey to purge ISIS in Syria. Trump's incoherent policies have created uncertainty and a negative response from NATO and European allies in Syria. Trump allowed Turkey to attack Kurds and then imposed economic sanctions on Turkey.
