SINERGITAS PEMERINTAH DAERAH DAN MASYARAKAT DALAM PENCEGAHAN DAN PENANGANAN COVID-19 DI KABUPATEN ROKAN HILIR TAHUN 2020

Abstract

Rokan Hilir Regency is the only area in Riau Province that has a green zone status or zero cases of Covid-19. However, in July 2020, the first positive case occurred in Rokan Hilir Regency and it continued to increase until the end of 2020. The Rokan Hilir Regency Government continues to work together with the community in preventing and handling Covid19. This study aims to determine the synergy between the local government and the community in preventing and handling Covid-19 and what are the inhibiting factors for the synergy between the local government and the community in preventing and handling Covid19 in Rokan Hilir Regency in 2020. This research approach uses a qualitative approach and types of research. this is descriptive. The locations of this research are the Regional Secretariat of Rokan Hilir Regency, Rokan Hilir Regency Health Office, Rokan Hilir Regency BPBD, Rokan Hilir Regency Education and Culture Office, Rokan Hilir Regency Diskominfotiks, private economic businesses such as Teluk Pulau Luxury tourism, Hotel Armarosa, Pharmacy Mitra Jaya Bagansiapiapi , Hefi Cafe Ujung Tanjung, as well as civil society such as MUI Rokan Hilir, Vihara Buddhasasana Bagansiapiapi Foundation, LAMR Rokan Hilir, PWI Rokan Hilir, Hangudi Tomo Rokan Hilir association, Bagansiapiapi Multi Clan Chinese Foundation, Gebu Minang Rokan Hilir, Hipemarohi, and the Rokan community Downstream. Data collection techniques were carried out by interviews and documentation. The result of this research is that the synergy between the local government and the community in preventing and handling Covid-19 in Rokan Hilir Regency is not going well, especially starting in July 2020 where the first positive case of Covid-19 occurred. Inhibiting factors include the community's undisciplined in complying with Prokes, the existence of a new normal policy so that inflows and outflows from the area are open, there is miscommunication between educational institutions and the Rokan Hilir Regency Government regarding teaching and learning activities, internal conflicts occur at the Rokan Hilir MUI, and Diskominfotiks does not release anything.
