In this study approach, every country that conducts international trade certainly has economic and political interests. Of course, these interests must benefit the countries concerned. Basically, India has several obstacles in producing its domestic paper. These obstacles have prevented India's paper industry from developing. So it forced India to import paper from other countries.

Researchers collect data using library research research techniques, namely using data from literature in the form of books, magazines, newspapers, magazines, articles to journals. The researcher uses a mercantilism perspective in his research.

With the significant increase in the number of paper imports from Indonesia to India, especially in 2005-2015, the bilateral relationship between India and Indonesia in the economic field is getting closer. Paper imports in India have also increased as a result of the problems described by the researchers. Therefore, researchers are interested in discussing the reasons for India to import paper from Indonesia and what factors caused India to import paper in the period 2005-2015.
