DINAMIKA PROSES AGENDA SETTING KEBIJAKAN LARANGAN PASAR BERJARING ALFAMART DAN INDOMARET DI KABUPATEN TANAH DATAR TAHUN 2017-2018
Abstract
The main problem in this thesis is the absence of Alfamart and Indomaret networked retailers in West Sumatra Province, especially in Tanah Datar Regency while the government does not issue special regulations that discuss the prohibition of the Alfamart and Indomaret netted markets. The purpose of this study was to find out how the dynamics of the agenda setting policy process for the prohibition of the Alfamart and Indomaret netted markets in Tanah Datar Regency in 2017-2018. This research was conducted using a qualitative method with a descriptive approach by interviewing the Koperindag Office in Tanah Datar Regency, the PMPTSP NAKER Office in Tanah Datar Regency, several local retailers and the surrounding community.
From the research that the author conducted in the field, it can be concluded that the government of West Sumatra Province, including Tanah Datar Regency, took a policy of prohibiting the Alfamart and Indomaret networked markets by carrying out the dynamics of the agenda setting process regarding the prohibition of the Alfamart and Indomaret netted markets. The dynamics of the agenda setting process is carried out through a three-step process. Among them are the stages of the problem (problem stream) where there are issues about the existence of a net market and the public does not agree with it, which makes the issue hot and becomes a problem that must be resolved by the government. The government's initial policy regarding the establishment of Alfamart and Indomaret was stated in the policy stream. Thus, furthermore, there are actors involved in solving these problems, including government actors, traders, backing actors and community actors as stated in the political stream. So that the three stages meet and a policy window is opened which discusses the final policy chosen.
